Revelation 17:9–14 The mind needs understanding. The beast’s heads are seven mountains where the woman sits. Of the seven kings, five have fallen, one reigns, and one is yet to come and will rule for a short time. The eighth king is the beast that used to be but no longer is, destined for destruction. The ten horns are ten kings without a kingdom, but the beast gives them power for an hour. These kings are of one mind and purpose, sharing their power and authority with the beast. They will bring war against the Lamb but will lose, because he is Lord of lords and King of kings, with an army of the called, chosen, and faithful.

They will roast and eat her flesh. God caused the kings to agree, to do his will and surrender their dominion to the beast until God’s word is fulfilled.
